CVSA Brake Safety Week 2026 (Aug 23–29): Drums, Rotors, and the 20% Rule That Puts Trucks Out of Service

CVSA Brake Safety Week runs August 23–29, 2026. For seven days, certified inspectors across the United States, Canada, and Mexico run routine commercial vehicle inspections with brake systems under the microscope — and this year's named focus area is brake drums and rotors.

Last year the same week produced 15,175 inspections and 2,296 vehicles placed out of service — a 15.1% failure rate. Roughly one truck in seven that rolled into a bay didn't roll back out until something got fixed. That number has been flat for two straight years, which tells you the enforcement isn't getting harder; the same defects keep showing up.

This guide covers what Brake Safety Week actually is, what inspectors are trained to look for on drums and rotors, the violation that causes more out-of-service orders than everything else combined, and what a 1–50 truck carrier should do between now and Sunday.

What Brake Safety Week is

Brake Safety Week is the annual weeklong phase of Operation Airbrake, CVSA's brake-focused enforcement and education program run jointly with FMCSA and the Canadian Council of Motor Transport Administrators. It is not a separate rulebook. Inspectors enforce the same brake regulations they enforce every other week of the year — primarily §393.40 through §393.52 (brake systems, condition, and performance) and §396.3 / §396.11 / §396.17 on the maintenance and inspection-record side.

What changes during the week is density and attention. More inspections happen, brake components get more scrutiny inside each one, and CVSA collects the violation data to publish afterward. A named focus area means inspectors are briefed to pay extra attention to one component category — it does not mean other components get a pass.

Two things worth knowing:

  • Brake violations are consistently the single largest out-of-service category in commercial vehicle enforcement, year in and year out. This week just concentrates them.
  • Some jurisdictions use performance-based brake testers (PBBT). In 2025, 15 jurisdictions ran 528 PBBT inspections measuring against the federal minimum 43.5% braking efficiency, and 25 vehicles (4.7%) failed. A truck can look fine on a visual walkaround and still fail a machine measurement.

The 2026 focus area: drums and rotors

CVSA has named drums and rotors as the 2026 focus area — the second consecutive year for that category, which signals the 2025 results didn't satisfy anyone.

The safety logic is blunt: a cracked drum or rotor doesn't just brake poorly, it can come apart at highway speed. Broken pieces leaving a wheel end become projectiles that damage other vehicles and injure people.

What inspectors are looking for on drums:

  • Cracks extending through the outer portion of the drum, or missing pieces of the drum
  • Excessive wear beyond the manufacturer's service limit — a common industry service limit is replacement once the friction surface exceeds about 0.120" over original diameter, with a rebore finishing no more than about 0.080" over original. Check the spec stamped on your drum; the manufacturer's number governs, not a rule of thumb.
  • Heat damage, bluing, and severe scoring

What inspectors are looking for on rotors:

  • Cracks on the friction surface, especially ones running from the outer edge inward toward the mounting holes
  • Broken or missing pieces on the friction surface
  • Grooving deep enough to show metal-to-metal contact
  • Center vents exposed by excessive wear
  • Heavy rust across the entire friction surface — a fully rusted rotor is treated as evidence of an inoperative brake, not a cosmetic issue
  • Heat checking or bluing that indicates a dragging brake

That last rust item catches carriers off guard. A trailer that sat in the yard for six weeks between loads can present a rotor that reads, to an inspector, as a brake that isn't doing any work.

How much did the focus area actually produce in 2025? 113 drum-and-rotor violations across those 15,175 inspections, with 39 vehicles placed out of service — 50 rusted rotors, 32 broken drums on S-cam brakes, and 22 broken rotors on air disc brakes. Relative to the overall numbers that's small. Which brings us to the part that matters more.

The violation that actually puts trucks out of service

The focus area gets the press release. The 20% rule gets the trucks.

Under CVSA out-of-service criteria, if 20% or more of a vehicle's (or combination's) service brakes have an out-of-service condition, the unit is placed out of service. In 2025 that single criterion accounted for 1,199 violations — 52.2% of every out-of-service order issued during the week.

Do the arithmetic on your own equipment. A tractor-trailer with 10 brakes needs only two defective brakes to hit the threshold. A straight truck with 6 brakes needs two. Individual defects that seem survivable — one out-of-adjustment slack adjuster here, one contaminated lining there — combine into an OOS order fast.

Brake hoses at 306 are worth a second look. Chafed hoses are cheap to catch on a walkaround, cheap to fix, and they are pure unforced error at roadside.

The 5-day prep checklist

Brake Safety Week starts Sunday, August 23. Here is what to do with the days you have.

Every wheel end, eyes and hands

  • Pull the wheels you can and look at the drums and rotors directly. Cracks through the drum wall, missing chunks, grooved rotors, exposed center vents. Photograph anything marginal so you have a dated baseline if you later need to challenge a citation.
  • Measure, don't eyeball, anything close to the wear limit. Get the manufacturer's service limit for the specific drum or rotor and measure against it.
  • Flag full-face rust on any unit that's been parked. Run it, load it, get the friction surfaces cleaned up before Sunday.

Adjustment and air

  • Check pushrod stroke on every brake. Out-of-adjustment brakes are the most common way carriers walk into the 20% threshold without knowing it. Mark the pushrods and measure applied stroke against the chamber's readjustment limit.
  • Run an air-loss test. Build to governor cutout, shut down, and measure leakdown against §393.45 — static and with a full brake application.
  • Trace every hose and tube. Chafing where lines cross frame rails and cross members, cracked rubber, kinked tubing, loose clamps.
  • Confirm the ABS malfunction lamp works and goes out. On both the tractor and the trailer. An illuminated trailer ABS lamp is one of the fastest defects for an inspector to spot from outside the vehicle.
  • Check the low-air warning device. It has to activate at or above 55 psi.

Paperwork, because a clean truck with missing records is still a bad inspection

  • §396.17 annual inspection — current decal on every unit and the inspection report on file. Any unit whose annual is due in the next month, do it this week.
  • §396.11 DVIRs — the prior driver's report reviewed, defects certified as repaired, drivers actually writing up brake defects instead of noting "OK" out of habit. A truck placed out of service for a defect that three consecutive DVIRs called satisfactory is a much worse conversation than the defect alone.
  • §396.3 maintenance file — the repair history for the unit, on file and retrievable. This is what an auditor asks for after a bad roadside inspection, not during it.

What an out-of-service order actually costs you

The unit doesn't move until the violation is fixed. That means a roadside repair, a mobile mechanic, or a tow — plus the load sitting still while your delivery window closes.

Then the paperwork travels. The inspection report reaches FMCSA's MCMIS database within a couple of days and lands in your Safety Measurement System profile at the next monthly recalculation. Brake violations carry high severity weights in the Vehicle Maintenance BASIC, and they stay in the calculation for 24 months. For a small carrier with few inspections, one bad week can move a percentile hard — the denominator is small, so each violation counts for more. If a violation was issued in error — wrong unit, misclassified defect, wrong driver — challenge it through DataQs. Bring documentation: the inspection report, photos of the component, the repair invoice showing what was actually wrong. A successful challenge removes it from your profile.

FAQ

Is Brake Safety Week only about brakes? No. Inspectors conduct their normal inspections during the week — typically Level I and Level V — and cite whatever they find. Brakes get the extra attention and the data collection. A driver with an expired medical card still gets written up for the medical card.

Does the drums-and-rotors focus mean adjustment violations are ignored this year? No, and the numbers say the opposite. Drums and rotors produced 39 out-of-service orders in 2025; the 20% defective-brakes criterion produced 1,199. Prepare for the focus area, but spend your time where the out-of-service risk actually is.

My trailer sat in the yard for two months and the rotors are surface-rusted. Is that an automatic violation? Heavy rust across the entire friction surface is treated as an indicator of an inoperative brake. Light surface rust that wipes off in a few stops is different from a rotor that's rusted solid. Run the unit and inspect the friction surfaces before it goes out during the week.

Can I be inspected more than once during the week? Yes. Nothing prevents a second inspection in a different jurisdiction. A clean Level I inspection with a CVSA decal does make some inspectors more likely to wave you through, since the decal shows a recent passing inspection.

What is a PBBT and can I refuse one? A performance-based brake tester measures actual braking force against vehicle weight, with a federal minimum of 43.5% braking efficiency. Where a jurisdiction operates one as part of the inspection, it's part of the inspection.

We only run 6 trucks. Are we too small to get pulled in? Fleet size doesn't factor into who gets waved into a bay. It does affect what a violation costs you afterward — with a handful of inspections on file, a single bad one moves your BASIC percentile far more than it moves a 500-truck carrier's.

The honest version

Brake Safety Week doesn't create defects. It finds the ones already on your trucks. The carriers that come through clean aren't doing anything differently in August than they do in February — their drivers write real DVIRs, their pushrod strokes get measured on a schedule, their annual inspections don't lapse, and their maintenance records exist.
